I say if you rape someone, you should be chaired(possibly a slow death, where you get elecrocuted for an hour or so, Ihate raper), if you kill someone and and you thought the whole thing through, you should be chaired, if you kill someone in the heat of the moment, such as a robbery, you serve your time, and then if you kill again, its the chair for you, there would likly be a few other cases that I would agree with for death penalty, but I cant think of them right now.

No it shouldnt be bought back. There will always be inocent people bwing put down for crimes they did not commit.
In ENgland the only crime capital punnishment is given for is treason.
