Some reports though state that Tuskan's are basically humans, though they evolved a darker skin, so basically, take a nigerian, and dry him out in the sun for a few days, thats what they were described like loosely..
Now, as For Jawas I've seen a few things saying they were sorta rodent like " like short snouted pack rats with mange"
