this is getting a little out of hand in my opinion...some people have powers ive never even heard of...and taking it way out of perportion...should there be a restriction?

Yeah there should be restrictions, Barril keeps doing unrealistic and weird stuff.

I do beleive that if people get out of hand with their force powers, their faction leaders should be told, and let them tell the person what kind of powers their character should use. If the person has been told by their faction leaders, then a mod or admin should then take it into their hands

Force Powers that are not on the Force lists must be fully explained and submitted to the admins to look over and vote on whether or not it flies. If it does, then you must post what it is and what it does so everyone knows what to expect.
I'm not even going into how annoying those Mancer powers are.
