Base [rand] fighting Rules

As our wonderful system of the [ rand] has now been implemented, could you state some base rules for the fighting and things of that sort.
Seeing that this is a form we can't do much really (And if you ask me the dice system doesn't seem to random). Plus I want modifers
As this has been poorly set out request here is what I would like in 9 words:

It's impossible to add in modifiers on a forum unless it has been stated by a Admin or both parties agree and I prefer the first one.

Has anyone here ever heard of the term 'power player'? They create a character perfect for PvP and say 'screw the rping'
