On another SWRP Site, I developed the concept of Speeder Bike Racing and it works quite well. These are the rules copied from the site where I am a Gmod on so yeah:

Here are the Rules of Speeder Bike Racing. They are to be obeyed at all times. It may seem like a lot but most is obvious and it really isn't that difficult to follow. Any questions, just ask me.
Basics:
1. A maximum of 12 competitors per race.
2. A minimum of 2 competitors per race.
3. Each Speeder Bike must have no illegal hardware, software, acceleration, guidance or any type of advanced systems. Speeder Bike Regulators are the ones that say what is allowed and what is not on their track.
4. Speeder Bike Weaponry CAN NOT EVER be used on a Racer or their bike, only on objects or obstacles to increase performance.
5. Once a tournament has begun, there can be no more entries. However, there can be departures.
6. If a Member can not make a particular Tournament Race, it shall go ahead without them but they shall compete in another Race on the same course. If a member shall be away for an extended period of time they will miss the tournament season.
Racing Details:
1. For any race to be complete, the ENTIRE course must be completed with all three rotations complete.
2. There can be ties, but races are timed to two decimal points of a second
3. There are two types of groups involved in a race: The Contestants and the Commentator
a. The Contestants: These are the Racers. They must obey the Commentator
b. The Commentator: The Commentator gives a basic rundown of the events in the Race. It is his job to describe each section before the Contestants Reach it. The Commentator announces the winner and times. The Commentator’s verdict is always final. However, there can be two other commentators, an Aerial Commentator and a Video Commentator, who provide different view points on the race. If the Commentator needs support on a decision or needs confirmation on something, the Aerial and Video Commentators will be there to give him advice and pass judgement.
4. The Finalists are the top three Contestants. Their positions and times will be added to the Racer Profiles and Commentator’s Log Book. All other Contestants will also have their positions and times added to the Racer Profiles and Commentator’s Log Book. The Racers who enter the Final will be primarily based on positions (the contestants with the least number of point enter, etc).
5. If there are more than 12 Contestants, there shall be multiple races to make sure ALL Contestants get ONE Race on each Course (and one Race only).
Types of Races:
1. There are three types of races: Recreational Races, Private Races and Tournament Races.
a. Recreational Races: These races are where one person has a non-official, practise run on the track. This can only be done once BEFORE the Tournament Race and as many times after the Race per tournament for each track. During Non-Tournament Times or before Private Races, Recreational Races are unlimited. Recreational Races are always one Racer alone. If there is more than one Racer, it is a Private Race. In these races, more serious cheating is allowed AND illegal weaponry is allowed, if agreed upon by all participants AND Lloydya is notified.
b. Private Races: These are done during Non-Tournament Season. This is when a group of racers (minimum 2, maximus 12) get together and decide to race on a particular track. This is purely done for enjoyment and experience, it does not add to Racer Profiles. If only one Racer enters a Private Race, it becomes a Recreational Races. In these races, more serious cheating is allowed AND illegal weaponry is allowed, if agreed upon by all participants AND Lloydya is notified.
c. Tournament Races: During the Tournament Season, Tournament Races will be held on all 16 Tracks. Tournament Races is when the Racers race each course (officially) once (besides Recreational ones, see rules for Recreational Races above). All times, achievements and details are added to Racer Profiles after these races. These races determine whether you shall be in the Finals.
2. Final Races are not counted as they are in the Tournament Category. When all 16 Courses are completed, there shall be two more: A Losers Course and a Winners Course. The Losers Course shall be the bottom half of the Contestants that entered the Tournament. The Winners Course shall be the top half. The maximum number of Contestants on each course is exceeded to 24 for these courses.
3. During the Tournament Season, only a certain amount of Recreational Races can be held (see Recreational Races above) and NO Private Races can be held. Tournament Races dominate this season. During Non-Tournament Seasons, Private Races and Recreational Races shall be the only Races held.
4. Once the Final Races have been held, each Racer shall be given a position on the Racing Ladder. The Tournament Season shall then be over.
Racing In Role-Playing:
1. There are three sections on each course. At the start of each Race Track, the Commentator will list the Contestants, announce who the Commentators are, announce the Course and describe all three sections. The commentator shall then give the count down to make sure all Contestants are ready. He then gives the signal for the Contestants to begin. Each contestant can have up to three posts about each section, and a minimum of two. Ramming and minor cheating is allowed (something the Commentator has to miss) but anything major and the Contestant/s will be disqualified from that Course for the tournament. Disqualifications will only occur during Tournament Races.
2. When all posts of that section has been made, the Commentator will announce the next section and then the Contestants may post in it. Once all Contestants are across the Finish Line, they shall be kept in the Holding Area until the final decision on the winner is made.
3. Unrealistic posts shall be counted as major or minor cheating (depending on how many unrealistic posts are made).
4. Minor cheating in races (e.g. knocking a bike off-course, ramming or some minor sabotage - and I mean minor) is ALLOWED and sometimes welcome as it adds some interest.
Racer Profiles:
1. The Contestants post their Racer Profiles in the appropriate thread. The Racer Profiles include their name, some basic details and what their Speeder Bike looks like. They can use their character from the Storyline, unless they feel it inappropriate (for example, a Dark Lord of the Sith would not Speeder Bike Race). However, they can let their character race if they want, no matter how odd it seems.
2. Lloydya shall update each Profile as necessary so the Racers can just enjoy Racing.
3. There will be many sections in these Profiles but they shall all be handled and dealt with by Lloydya.
Commentators:
1. The Commentators shall be appointed personally for each race by Lloydya. If Lloydya is not around, one of the other Council Members shall.
2. Commentators are only needed for Tournament Races. Recreational and Private Races only need to be watched by a Judge. This is a Council Member.
3. Private and Recreational Races that are planned MUST have Lloydya or a Council Member’s Permission. PM Lloydya (or a Council Member if he is not online) about the Race, the chosen course and if a Private Match the participating Racers. Permission shall be given or a date shall be set. The time shall added under the appropriate section in the Racer Profile.
4. Tournament Matches shall be announced by Lloydya (there shall be at least three days warning).
5. The Commentators/Judges are always fair and their word is final.
Prizes:
1. The winner of each Tournament Race levels up by one level
2. The top three of the Final Winners Race each level up by one
3. No prizes are given out during Recreational or Private Races, except they may have their name added into the Hall of Fame as Record Racers.
