Harry was never the Hobgoblin. Two men have been the Hobgoblin in history: Roderick Kingsley being the original, and him brainwashing Ned Leeds to take his spot. Ned Leeds died though, and Kingsley is now on the run somewhere or other.
Harry Osborne, on the other hand, was the Green Goblin. The Hobgoblin threatened him, wanting the original serum that Norman made. Harry became the 2nd Green Goblin to stop the Hobgoblin, but instead, went mad and became obsessed with Spider-Man. When attacking him, he had him near death due to a bomb he threw. However, he gained his sanity at the last moment and saved the web-slinger. He died saving him. So anyway, thats Harry's story, and he hasnt come back from the dead. And he was never the Hobgoblin, only the Green Goblin.
Also, Norman Osborne as Green Goblin would wipe the floor with the Hobgoblin. He's smarter, just as strong, has an accelerated healing factor, has hallucinogenic gases, (Which Hobgoblin does not have) and is a better fighter, as he has more experience as a fighter. Hobgoblin is as strong as GG, but has no healing factor. He does have the other gear GG has, however, except for the gases.

yah but do u think the producers of spiderman want to stick to the comic book? They might want to spice things up. Maybe Harry will be hobgoblin, you never know

I think the actor who plays Harry is a very good actor,he'll do really well as a bad guy
