If you REALLY want to be technical on this..It was Actually Rome that layed the ground work for the empire,,had it not been for thier influance over the tribes they most likely would not have orginised as they did and the whole damn island would be saxon of goth

however the one's spread out along the south coast sre the main one's like portsmouth, southhampton etc, these where the bases that the english fleets was deployed from in the battle of trafalger
