no, not all. there are some good duelers (sp?) but there are a lot of people who quickly resort to cheesiness when things don't go their way.

the duel's in the tournament went well there hasn't been any cheapness except in my duel with kanji apart from that it was fine.

yeah, it seems for the most part that people fight fair (or at least try to), but there will always be those few people who can't/won't...
I didn't enter the tournament because it started right as I joined the site, but from what I read they seemed to run pretty smoothly.
