Well, the debate is going on here too..but in a court room, it is better to taiser someone down to the ground than to shoot them and possibly kill your suspect before they can face justice...so some areas have them already. But to use one, you have to experience what it feels like first. Any weapon you use, can be used against you so you must be prepared. Also, by experiencing it first, you know what you are putting the other person through and might stay your hand more.
