I would say that as yes. Anyone who has made hostile actions against the Republic during the war is considered enemy.

Bwhaha, I haven’t made any hostile actions against the Republic but the Sith have (Well Ashido has done little or nothing in the entire War)
But anywho, *Goes to borrow some funds from the Sith bank account and hopes the others won't notice/care* I'll buy one J-19 Jedi Interceptor please (3750 cred). Could I get a 350 Discount because I don't want any weapons? (Down to 3400 if you agree))

I'm afraid removing the weaponry will actually cost MORE, as Republo-Mart does not produce the Interceptors in-store.
