Normally a person is inherently good or evil.
Now evil isn't just killing everything and laughing. Evil has many traits. Selfishness is the biggest. Then we have anger and hate. Some people relish in hating others. That is due to something mentally es cue or problematic childhoods. Also the trek for power is evil, but that is going back to selfishness.

Actually I know of at least two prestige classes that would 'fit' for a Jedi Spy; Jedi Watchman and Jedi Shadow (Though the latter is from a Fan-written sourcebook set in the Kotor Era it is very well done.).
