The thing you have to look at is her actual force-user class levels those are only 6 The other levels are nice, they give her skills and feats and such but since she didn't take the Jedi Counciler till last (After all her other skill points and feats were spent) she really couldn't take advantage of them to boost her force skills. She got 60 skill points to spend ((6+3 (intelligence bonus)+1 (She's human)) x 6) So really as a force user her abilities take affect just like any 6th level user. The other levels while nice don't mean much, without her force user levels she's a fancy meat shield like Barzai.
