That is General Grievous the general of the sepratist droid army...he "kiddnaps" Chancellor Palpatine and then Obi-Wan kills him on Utapau.

He is also known as a "Jedi hunter" he keeps the Lightsabers of the Jedi that he kills around his belt as trophies. He has 2 arms which can split in two to create 4 arms...he does use 4 lightsabers againced Obi-Wan at one point.
He was trained in lightsaber combat by Lord Tyranus but GG is NOT a Sith.
